The CIF was formed just as the Cascadian Conflict broke out and was the largest anti-Federation group recognized by the Cascadian government. The Independence Force sought to maintain a conventional war against the Federation rather than resorting to guerilla or "revolutionary" activity as commonly seen in the Periphery, believing that this would increase their legitimacy in international opinion. It was made up of pro-independence Cascadian National Guard elements, militias, and citizens under the leadership of Cascadia's surviving civilian cabinet and generals.
